Britain and America have secured a important trade agreement that will preserve zero import taxes on British pharmaceutical exports going into the US market.

Agreement Details of the Pact

In exchange for the tariff guarantee, the UK has committed to raise expenditure on drugs through the National Health Service (NHS). This move secures that duties on these crucial products will be held at zero for a duration of three years.

This agreement follows earlier statements to dramatically increase import taxes on branded drug imports, with figures discussed reaching 100%.

"This deal with the United Kingdom strengthens the worldwide climate for new treatments and establishes long-overdue balance to transatlantic drug exports," a release said.

Trade Significance

Pharmaceuticals are one of the the United Kingdom's biggest exports to the America, which is clearly the biggest destination for leading companies like GSK and AstraZeneca.

Trade data indicate that in the 12 months to the end of the third quarter, the UK exported pharmaceutical products totaling £11.1bn to the US. This amount made up a significant portion of total UK exports in that timeframe.

"This deal safeguards jobs, stimulates investment and paves the way for the UK to become a international leader for life sciences," a minister commented.

Detailed NHS Changes

The pact involves several specific commitments from the United Kingdom:

  • Higher Cost Ceiling: The UK will lift the affordability limit at which it judges new treatments to be unaffordable by twenty-five percent.
  • Boosted Medicine Funding: There is a goal to raise total health service expenditure on medicines from 0.3 percent of the national economy to 0.6% over the following ten-year period.
  • Refund Ceiling: The amount drug companies must return to the NHS to stay within budget will be restricted at 15%. Last year, refunds exceeded 20%.

Industry Background

This agreement follows a ongoing dispute between the pharmaceutical industry and the British authorities over spending levels and regulatory access.

This friction were heightened by assertions that American customers were charged several times more for the equivalent treatments than consumers in the Britain and the EU.

Over the last 18 months, several large pharmaceutical investments in the UK have been halted or cancelled, while major funding commitments have been announced toward projects in the United States.

The Science Minister stated that the NHS needed to increase expenditure on treatments, noting that its expenditure on drugs had shrunk as a proportion of its resources over the last ten years.
